Chief Administrative Officer

The Opportunity
The Chief Administrative Officer (CAO) will serve in a leadership role with broad institutional purview. They will report directly to the Executive Vice President for Health Affairs and Dean of the Morehouse School of Medicine (MSM) and will work closely with the President and CEO of Phoebe Putney Health System (PPHS). This leader will be responsible for operationalizing the partnership between MSM and PPHS. They will be responsible for the expansion of Undergraduate Medical Education (UME), Physician Assistants, and Graduate Medical Education (GME) programs, including site readiness of existing structure and appropriate resource allocation. Assessment and problem-solving are broadly defined in this new role, and it is the expectation that the CAO will play a central role in relationship building, accreditation, program admissions, and curriculum.

The CAO must be exceptionally detail oriented since creating new academic programs that serve the mission of MSM will require a perspective spanning education, clinical service, and research. Critical areas for the development of new programs, partnerships, and affiliations include GME partnership exposure for MSM, dual-degree programs with external partner institutions, 4+4 and/or 3+4 admission programs with select partners, curriculum development, and the strategic planning of a new campus in Albany, GA. The CAO will work with other academic program leaders at the Morehouse School of Medicine and the President and CEO of Phoebe Putney Health System, supporting the development of external partnerships with educational programs at the Morehouse School of Medicine, specifically the physician assistant programs, nursing, research, online doctorate of healthcare administration, and public health programs. Working also in close collaboration with MSM academic programs, the Office for Institutional Advancement (OIA), and the Office of External Affairs, the CAO directs and manages the intersecting and cross-functional activities of the academic programs and external affiliations in support of MSM educational programs, as well as administrative and financial operations, and works with academic program leaders on mission-based budgeting and strategic planning, development, and implementation. The CAO will develop external relationships, collaborations, and partnerships with other educational institutions, clinical sites, foundations, and corporations to support the short and long-range strategic goals and objectives of academic programs across MSM.

The position collaborates with other leaders in medical education and educational affairs. Other collaborating team members include the Senior Associate Dean for Undergraduate Medical Education, the Associate Dean for Academic Programs and Affiliations, the Senior Associate Dean for Educational Affairs, the Associate Dean for Graduate Medical Education, and the Associate Dean for Student Affairs.

The formation of new programs and affiliations will require developing business plans and models to be presented to senior leadership in collaboration with key leaders across MSM, including the seven clinical department chairs.

The ideal candidate for the CAO position will have a reputation for being a leader who can bring together ideas, people, and institutions to develop new programs and affiliations that advance both a specific mission and larger institutional goals. Comfort with ambiguity, collaboration, and a creative approach to solving problems are all key personal characteristics. This person will lead and deliver trailblazing initiatives, drive dynamic discussions and challenge paradigms, and have required performance expectations.

The CAO must be a visionary leader who can effectively drive change in a patient-centered, social, mission-driven, system-oriented environment. They must embody MSM's mission, embrace its vision, and lead through respect, integrity, wisdom, humility, and intellectual curiosity. Should the CAO be a physician, they are anticipated to participate in clinical services in the appropriate clinical department for approximately 10-20% FTE.

Overview

Phoebe Putney Health System (PPHS) is a not-for-profit healthcare delivery system that serves more than half a million residents in Southwest Georgia. The little hospital on the plains of Southern Georgia opened its doors on August 1, 1911, beginning a tradition of healing and community service that would grow into one of America's great not-for-profit community medical centers. The Partnership
The largest and most comprehensive health system in southwest Georgia and a historically Black medical school have agreed to a partnership to expand the pipeline of physicians, promote wellness and transform health care in the region. Leaders from Phoebe Putney Health System (PPHS) and Morehouse School of Medicine (MSM), one of the nation's leading educators of primary care physicians, signed a Memorandum of Understanding outlining an ambitious collaboration to improve access to care and advance health equity for the people of southwest Georgia through multiple education, research and community benefit initiatives.
"Morehouse School of Medicine is committed to increasing and diversifying the healthcare workforce, especially in historically underserved rural and urban communities throughout Georgia, the nation and the world," said Morehouse School of Medicine President and CEO Valerie Montgomery Rice, MD, FACOG. "That includes creating opportunities for young physicians to receive exceptional training in communities where they can have the mostmeaningful impact. This unique partnership with Phoebe is an innovative way for MSM to embed our learners and invest our resources in ways that will further our shared goals to benefit the people of southwest Georgia for generations."

The agreement aims to establish a regional Morehouse School of Medicine campus and new residency programs in multiple specialties at Phoebe, as well as provide clinical training for MSM students and residents at hospitals and clinics throughout thePhoebe Healthsystem.

"There is a nationwide shortage of physicians that is particularly acute in small urban and rural areas like southwest Georgia. We must be better at growing our own by providing more opportunities for physicians with a connection to Georgia to train in our part of the state," said Scott Steiner, Phoebe Putney Health System President & CEO. "Morehouse School of Medicine is a great partner for us because they have a longstanding track record of developing physicians with a passion for serving diverse communities, with a large percentage of MSM graduates staying in Georgia."

Phoebe and MSM will develop plans to enhance student and workforce pathways as well as recruitment and retention strategies to incentivize students, residents and healthcare workers to practice medicine in the region once their training is completed. The institutions will also develop a Research Hub to increase funding and expand clinical trials that will primarily focus on projects to address critical needs outlined in Phoebe's Community Health Needs Assessments.

"We don't conduct these studies simply to gather data but rather because of our mission and vision, which is leading the creation and advancement of health equity to achieve health justice. We look forward to collaborating with Phoebe to enhance our educational and research infrastructure in southwest Georgia."

Phoebe and MSM already have a deep relationship. For years, MSM students have had the opportunity to complete elective rotations at Phoebe. Currently, all third year MSM students focusing on pediatric medicine complete core rotations at Phoebe, training in the hospital's neonatal intensive care unit. In November, a resident in MSM's obstetrics & gynecology program began training at Phoebe for a year. Another will arrive later this year for a year-long stay, while other MSM obstetrics and gynecology residents will rotate through for shorter training stays.

The two institutions have also worked together on programs such as Project Elevation and the Nurse Family Partnership. Project Elevation educates men – primarily Black men – about the importance of prostate cancer screenings and has provided nearly 1,000 free screenings at churches throughout the region, while the Nurse Family Partnership pairs a Phoebe nurse with a first-time mother before and after delivery to ensure the family has access to the health care and resources they need for a healthy birth and long-term health and development of the child. So far, around 100 mothers in the program have given birth, and Phoebe is working on a plan to double the number of women who can be in the program at any given time from 75 to 150.

A Steering Committee will meet monthly to track and enhance progress toward shared goals of the partnership. Some of the overall objectives include:

Dr. Joseph (Adrian) Tyndall
Dr. Joseph (Adrian) Tyndall, MD, MPH, FACEP is currently the Executive Vice President for Health Affairs and Dean of Morehouse School of Medicine. He previously served as a professor and Chair of the Department of Emergency Medicine at the University of Florida College of Medicine since 2008. He was also immediately previously, the Associate Vice President for Strategic and Academic Affairs for UF Health in Gainesville Florida.

He was appointed interim dean of the College of Medicine at the University of Florida in 2018, the 13th physician and only person of color to lead the college as dean, and served in that position for two and a half years before transitioning to his current system level role. He is the first chair of color of an academic department in the UF College of Medicine's history and was the second African American in the US to be named chair of an academic emergency medicine department at a US medical school.

Dr. Tyndall is a graduate of the University of Maryland School of Medicine and the emergency medicine residency program at the University of Maryland Medical System. In addition, he received his master's degree in Health Services Management and Health Policy from Columbia University in the City of New York. He served on the Board of Directors of UF Health Shands Hospital at the University of Florida for a decade and was chair of the Board of Trustees for the UF Health Proton Therapy Institute during his tenure as interim dean. Dr. Tyndall also represented the UF College of Medicine as the senior medical school representative to the Council for Faculty and Academic Societies of the Association of American Medical Colleges from 2014 to 2018.

In 2018, he was named a fellow of the Council of Deans of the AAMC. His extensive service and activities on boards and foundations include his service as immediate past president of the Florida College of Emergency Physicians, and his current role as a trustee and president-elect of the Society for Academic Emergency Medicine Foundation, emergency medicine's national foundation supporting education and research in emergency care. Dr. Tyndall is an elected member of the Alpha Omega Alpha Honor Society and the Gold Humanism Honor Society. He has wide ranging academic interests in emergency medicine and is an editor of the upcoming 10th edition of emergency medicine's most authoritative reference textbook "Rosen's Emergency Medicine: Concepts and Clinical Practice."

He has continuing academic interests in health services research and traumatic and ischemic brain injury and has written extensively and lectured nationally and internationally in the field of emergency medicine. He is board certified in emergency medicine by the American Board of Emergency Medicine. At Morehouse, he will be responsible for the day to day operations of the academic programs as well as executing on the institution's strategic plan. He will also assume leadership of Morehouse Health Care.

Scope
Reporting directly to the Executive Vice President for Health Affairs and Dean, the Chief Administrative Officer will work with the EVP and Dean as well as the Senior Associate Dean for Undergraduate Medical Education to establish a new MSM regional campus in Albany, GA. Working closely and collaboratively with others, the CAO directs and manages the intersecting and cross-functional activities of the academic programs and affiliations in support of MSM regional campus development, educational programs, administrative and financial operations. In addition, the CAO works with the EVP and Dean, Senior Associate Dean for UME, Associate Dean for Academic Programs and Affiliations, and faculty leaders on mission-based budgeting and strategic planning, development, and implementation of the undergraduate education program and regional campus development.
